It's probably stuck in US customs, and it's very hard for us to comment on this. But if it was the UK then it tends to take longer if:
1. The goods are liable for a customs charge (i.e. import tax and fees);
2. The sender hasn't completed the customs declaration properly.
As you appear to have bought these from an internet seller, it may be a good idea to check the contract you have with them and see if you can get a refund from them.

You should be OK. But I would still look at making a claim against the retailer as a whole month isn't reasonable.
