It's not a license per se. The legislation reads that OFCOM have the power to designate one or more postal operators as Universal services providers. In that section Royal Mail isn't named, so it could be RM and / or some other hypothetical postal operator. However, it was clearly written with Royal Mail in mind as the provider.
There doesn't seem to be any avenue for Royal Mail to unilaterally remove themselves as the USP, the only way would be to bankrupt the company, there are provisions in the legislation for "special administration".
So, you could in theory, asset strip Royal Mail, separate the parcel side of things, sell them off... and let the USO side of the business go bankrupt, and I'm guessing the Government would have to step in at that point.
Pretty much the whole country has been asset stripped, so it's not out of the realms of possibility that could happen.

They have a voice like us all and can make some noise but they don't have a veto... but yes it does need (a surprisingly small) change of legislation which with the wind behind you could be done in a couple of days.

All customers (senders) give a s**t about is that the parcels are delivered as quickly as possible, as cheaply as possible, and with tracking information and proof of delivery.
I imagine a good amount of recipients are probably disappointed when they see their bigger-than-letterbox item is coming via Royal Mail because Royal Mail are far more reluctant to just dump it anywhere. Recipients don’t care about someone else’s risk. They just want their stuff and they don’t wanna move for it.

Been in this job 35 years; I may not always agree with the union and their ways, but everything I have, pay, T&C's, is because of them; I sometimes wonder what this job would be like now after 35 years if I didn't have them fighting my corner; we don't always get what we want - that is life - but what I have got is better than Amazon, Evri, DPD ...

Is this the same parasitic union that managed to achieve better conditions and pay when you were a postman? I assume you weren't a member? Or perhaps you didn't accept the pay rises! It was a list of allowances they want to scrap and the buy out terms they were proposing to offer. As well as the above listed it also included pay protection that was part of the MTSF agreement.

The decent pay and overly generous T&C's that RM employees enjoy today (particularly the ridiculous money for nothing payments that many senior posties receive through grandfather rights) is more a throwback to RM once upon a time being a nationalised industry (with all the waste and inefficiency that entails) rather than anything the union has done.
Where have I said RM will ''remain the same but more efficient''... I've been saying the complete opposite of that all along!!
