2 Possibilities.

1. The scan was incorrect (human error) and its got through customs and will arrive sometime this week.
2. The scan is correct and Customs have rejected it because of the Import Restrictions/Prohibitions, and even perhaps sanctions.

it's best to probably call an official site (Twitter @royalmailhelp) as they usually have admin access and can get more information. We are not an official site so we don't have access to the admin side.

Now it's leaving the UK one more time. Customer service told me, that it returned to UK and been sent one more time. Any chances to receive it, or just give up?

Sounds like it is Belarus customs that are bouncing it, so you need to ask them.

No tracking status about arriving Belarus. And it's just an ordinary document, no reason for that.

Customs don’t scan items. And (with a couple of honourable exceptions), mail services don’t scan items off the plane at the other end. Therefore, if an item was rejected before clearing customs you likely wouldn’t see any tracking between leaving the UK and arriving back in the UK.

You are correct that there is no *customs* basis to reject an item that only contains a document. But given the poor state of relations between the two countries it is possible that they are rejecting everything. And that is what you need to ask the Belarusian authorities about.
