You can't plan to have undelivered mail in the office in the hope someone comes back early to deliver it.
You might not plan to have undelivered mail but sometimes s**t happens.
High levels of sickness, high levels of vacancies, late lorries, accidents on delivery, failed lapsing etc etc.

Yesterday they "fixed" our revision - we still had heaps of undelivered mail.
We weren't allowed to leave early.
However if you had offered to cover some on overtime you weren't expected to work all your paid hours.
It is a good job the CWU are fighting against a two tier workforce.
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.

So if you've had your revision fixed, why were you finishing early anyway?

Because the fix was as incompetent as the original revision.
Then you have to factor in the early overtime for the chosen.
