If the mail fails at the DO or DO budgets get blown because the Mailcentre hasn't sequenced it the mailcentre has failed and the mailcentre manager will get chewed, getting it out the mailcentre door in any old state does not mean the mailcentre has covered the work, it is the mail centre's job to sequence the mail not get it out the door, if it can't it has failed. This is a very simple concept so I'm baffled as to why you're struggling with it.
"But we just don't have the budget" isn't going to save anyone's job because the budget includes sequencing the mail. If there aren't enough staff in your particular MC (and try to remember that's the only MC you have any experience of) someone in your MC is not doing their job properly and that someone will be nailed to the wall at some point.

There always has been a "computer say no" attitude at Mial Centres, we always have to clean up their mess, whether that is sending reggies to the wrong office, or putting the wrong labels on sequenced, it's never their fault, and there's never any consequences.

Mech not getting sequenced isn't classed as a failure. The only thing that gets classed as a failure is what doesn't get dispatched to DOs. Many of our batches are getting very near to the limit for the number of DPs on them so will need to be split at some point. We've very limited scope for new batches on our iLSM sort plans so at some point it'll reach a point where there won't be the capacity to sequence everything as there won't be the capacity in the batches, so eventually a few walks will have to go as manual
The staffing levels are most likely down to the shift budget, if there isn't the budget, we don't get the staff. SDs, packets and Tracked will always take priority over mech and manual letters and flats

If mail isn't sequenced and by consequence the DO does not have time in their indoor workplan to sort it then it is classed as a failure.
Now I'll say this slowly so you can understand... given that the DO is not supposed to resource to sort unsequenced mail and the mailcentre is supposed to resource to sequence the mail.
Whose failure do you think it is?
Who do you think the ROD is ultimately going to hold responsible?

If the budget isn't there for something in a MC, it won't happen. If the budget isn't there for extra staff, we don't get them. Consider yourself lucky that we get casuals in, if we didn't you'd likely get much more Tracked and normal mixed together and more walk sort than sequenced.
