Any sent back to the MC would be sent straight back to the DO as we won't be able to run it. If too many hours are taken out then mech and non mech letters and flats will get sacrificed to get the packets, Tracked and SDs done. Mech will be downgraded to walk sort only or if things got bad enough, just sent as manual. The problem is if its sent as manual we dont have enough staff at the delivery office to sort it. We only have 1hr 30 to do all the ip now so it will get left ( or sent back to the mc). We're not allowed to hold back any mail so it'll have to go out to the DOs one way or the other. If we've not got enough mech staff then it'll just go out as walk sort or manual. Earlies and lates don't have the staff to be able to sequence it. The mail centre can send us as much manual as they want to. We simply don't have enough IPS hours/staff in the unit to process anything above what our resourcing plan is based upon. We often have half a york, sometimes more, of manual that arrives on the last wagon and gets left untouched until the following day due to time constraints. We're past worrying or caring about whose fault/responsibility the failure is.

All the managers at MCs have to account for every last hour that they use. We're not two different businesses.
If the mail fails at the DO or DO budgets get blown because the Mailcentre hasn't sequenced it the mailcentre has failed and the mailcentre manager will get chewed, getting it out the mailcentre door in any old state does not mean the mailcentre has covered the work, it is the mail centre's job to sequence the mail not get it out the door, if it can't it has failed. This is a very simple concept so I'm baffled as to why you're struggling with it.
"But we just don't have the budget" isn't going to save anyone's job because the budget includes sequencing the mail. If there aren't enough staff in your particular MC (and try to remember that's the only MC you have any experience of) someone in your MC is not doing their job properly and that someone will be nailed to the wall at some point.

I have to say, the mail and parcels that come off our van each morning are like a dogs dinner.
