One used to be able to get the PO to buy back unused stamps (using form P674 I believe), at 85% of value.
Can one still do this ? If not, when did it stop ?

It definitely used to be possible to sell back unused stamps to the PO. Firms used to punch holes in stamps (perfins) so that the PO knew to not buy them back.

There is no Royal Mail facility to buy back stamps. This is a question that’s been rocketing into my Twitter account. There seems to be an urban myth that the Royal Mail must buy back stamps – it’s not true. I’ve checked – once you buy them, they’re yours and you can’t give them back.

If the Post Office ever bought back stamps, I think they stopped before I joined in 1999.
If your question is when did Royal Mail stop buying back stamps, then you might get a different answer.
