The seller has sent me a new package, but I'm wondering if this will ever make it to me? Who/where can I contact about getting info on where this package is?

So you reckon it will eventually get to me? That would be nice because then I'd have both the one the vendor reshipped to me and this one. Seems an awfully long time to be sitting in customs (it's just an electronic motor like for rc cars etc), when I've had tons of other things clear Heathrow customs since then.

Three weeks isn't that long - look at the other posts on here. Customs clearance times vary as items get selected at random for different levels of checking.

So it's likely just got stuck in a backlog somewhere that they are still sorting through, while new packages took priority I guess?
