There are a multitude of reasons why someone might not be able to perform overtime but would still take an increase in their contracted hours if offered.

there are boys in r office that are full time looking to do part time contracts now because they know there is enough work in a day that they can do a easy duty and rip the tights out of it,( take there time and get paid o/t)to make up there hours

That's exactly what's happened in our office.
