No. If you go into a Post Office and use the approved size guide, the test for a small parcel is that it will fit inside the box without poking over the top, which is 16cm high. All of your dimensions exceed 16cm, so it fails the test and is a medium parcel.

If I recall correctly, the small parcel size was based around a large pair of shoes in their original packaging being the largest thing that would fit.
