UK to UAE

My degree certificate has been in transit for 35 days since November 13th 2020. It shows "Item Leaving the UK LANGLEY HWDC" and I get it, its normal in Langley HWDC; however isn't 35 days a bit long for a degree certificate? I urgently require it for job visa and no matter how much I try, I can't reach anyone at Royal Mail.
What should I do?

Did you make sure that the address it's going to is a PO Box address? AFAIK the equivalent of Royal Mail in the UAE only deliver to PO Box addresses

Yes, there is a PO Box included. The address and all other details are given to the university which in-turn sends to to me via Royal Mail. I got a parcel 10 days ago before 13th November from UK through Royal Mail. It was my pass letter and transcripts which delivered to the same address as now. I'm not sure if that package is from Langley but yes, my addresses are correct.
