I mailed a first class package from the USA to the UK. On 08 June the tracking said "Item awaiting re-export for return to sender", however, it was delivered on the 11th. Is it normal for this message to appear even though it's still in transit and is not being returned? For three days it caused me a great deal of panic!

No it isn't normal. But it isn't that uncommon to see an incorrect message somewhere in the tracking. Presumably the postal worker who handled it on 08/06 had their device set to the wrong mode.
Interesting to see that your item was delivered in the UK only 10 days after posting in the US. Lots of items are taking far longer than that at the moment.
