My tracking shows it handed over to postal services and that where it been stuck showing 17 days now

That tracking number isn’t in a Royal Mail format. Nothing to go on at the moment. Could you confirm that this is going via RM / PFW and copy & paste the tracking into here please? A few more details would be helpful, e.g. what is inside, are you the sender or receiver etc.

Its a Speedpak item from china looking a that number and I am 99% certain its caught up in the Christmas Backlog in CUSTOMS.
SpeedPAK tracking UK
After SpeedPAK parcel arrives in the United Kingdom it's handed over to Royal Mail. You will see «ETSF Facility Heathrow, United Kingdom, Dispatched» status when the parcel is imported to the UK and «Royal Mail Received, Received, Received» after Royal Mail accepted the package for final delivery.
