Postman refusing to deliver to flat

The postman at my boyfriend’s flat has started to refuse to deliver mail to the addresses on his floor, instead leaving all their post on the floor by the stairs. The postman claims (through messages they leave on a pin board downstairs) that the light level is too low for them to deliver to that floor. While there are no windows on the floor, there is a light which operates with a motion sensor, and although it’s not the brightest light, it’s certainly enough to see by - I can read the addresses on the post from where it is left on the floor. Is the postman even allowed to do this?

I'd d what the postie did, but only if my eyes couldn't see at the level of darkness, maybe his eyes just arnt as good as "normal"

No he isn't allowed to leave the mail on the floor.
If he can't deliver it he should return it to the office, explain why and someone will come and assess the light.
He can't just leave the mail unsecured. It leaves everyone at risk of identity theft etc.
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.

That’s what I thought - we could just as easily have taken a neighbour’s post, and anyone with access to the block can read the note they left saying where our post will be...

I also don’t really understand how the postman can leave the post on the floor by the door to the stairs, and they think that’s perfectly fine and safe for them to do, but they can’t put it through the doors to the addresses, which are a couple of feet away - it’s a tiny, enclosed landing, there’s no trip hazards or anything
