Royal Mail Tracking says item "Delivered" but it hasn't been

I have a 13 character tracking number from Royal Mail for a package originally from China. Royal Mail Track & Trace says the package has been delivered by Uxbridge DO. The package has not been delivered and I don't know where it is. The Chinese postal tracking service YANWEN says that Royal Mail generated 2 codes for the package before it was "delivered". The first code is NDESS and the second code is NDERS. The next entry on the YANWEN listing says DELIVERY RECORDED. Any advice would be appreciated, especially what do these 2 codes mean? Thanks.

If it is worth more than £18 there will be a customs charge. In these cases, the package is signed as delivered at the DO when it arrives there, although it can’t be delivered until payment is received. Sometimes there is a short gap between that happening and you receiving the grey card. If you don’t receive the card, I would advise going in person with ID and cash.
