Unlikely. But he should get compensated for the value of the phones or the amount of cover he paid for, whichever is lower.

in the royal mail site they said people don't get compensated for mobile phones

Sort of. It says that there is no enhanced compensation, so it is capped at £50 per parcel.

Item has left our International Processing Centre
Heathrow Worldwide Distribution Centre, United Kingdom
Its now a case of waiting for it to be delivered - probably tomorrow unless you are somewhere remote.
