You're saying the union should be fighting tooth and nail to stop members earning extra money? Why to save royal mail money? Now if you had said they should be arguing that if them hours of ips are needed everyday of every week then some parttimers should be made up to full time to get the work done then you'd have a point. Regarding the PDA Actuals and implementation by management, the DO where I work has a local agreement which states that the whole break or part break must be taken during the working day not added on as o/t or allowed as an early dart. However the Way Forward Agreement, which overrides this, does back up the early dart before scheduled finish time by 20 mins only.
We have been recommended to not take the break at the end as this can be used as a reason, when duties are being scrutinised on the PDA Actuals, for suggestions of double booking of said break (i.e. going 20 mins early having already taken it) and also fraudulant claiming of overtime (when going over finishing time and then adding on a break already taken). If people take their breaks during their duty (or work, like many places of work) then there is complete clarity over what you are doing. And they will find it very difficult to conduct you in any way for time spent on a duty.

they do the IPS so we get out on delivery 30-45 mins earlier, if this didn't happen there would be no lapsing (basically there terrified that we hand back)
no were not short staffed, just a crap DOM and crap CWU rep
and yes i do believe that all overtime should be offered to part-timers first

Rest breaks at work
Workers have the right to one uninterrupted 20 minute rest break during their working day if they work more than 6 hours a day. This could be a tea or lunch break.
The break doesn’t have to be paid - it depends on their employment contract.
