I have checked on the tracking system and my Special Delivery is apparently stuck at Jubilee mail depot, is there a reason for this. I paid for next day delivery ...which is today. I am concerned that the panel has been lost

You may need to check with the sender, there is a gap between the sender preparing the item, and it arriving at the Mail Centre.
Now if it entered Royal Mails system direct from the sender, it's possible it was too late to make it today. What gives me that idea as well is the projected delivery date is by 1pm tomorrow.
