Ah, I remember when we had bag carriers. They where the easiest walks ever! People used to be fighting over doing them in overtime. To be fair that's always a bonus, cuts plenty of time off loops if you can cut across the fronts of houses. You are right. On the introduction of shared vans LWTs became mandatory not optional. So beware bag carriers you may be deemed to be uninsured if you sustain any injury whilst carrying a bag to deliver.
