Well that is very sad to read. I thank you for the time you took to explain this to me. Now I see the picture as a whole. I now know what I need to do. Just avoid being dragged down this bottomless unorganized pit of bureaucracy, blame-throwing and crass disorganization again. As to the other whys, as HMRC isn't part of Royal Mail I can't answer for them, I can only state my opinion as I have above.
Royal Mail (as in HWDC) are caught between a Rock (HMRC) and a hard place (customers) they do their best but have to answer to both masters.
Edit: I can guarantee anyone that if I'd be working within the Customs Department and be in charge of clearing the international mail/parcels, I'd be clearing/sorting through at least 1000 individual items daily! With emphasis on "at least".
