Alternatively they know full well if they just swopped the people over doing the rounds the smaller duties would become to big and the supposed monster rounds wouldnt be that bad anymore.

That's exactly what will happen when they realise that they can't make runners take more because they just slow down and that they've got loads of rounds they can't cover when they stop people ghosting up and down the country. Their only option to get the work done will be to fill all the vacancies and then have to pay people when they are on sick or holiday instead of just paying someone to rush round and get it done on overtime
It may cost them to put more hours into offices, however if ppl do the job properly perhaps they could save money on things like accidents, sickness, mistakes, etc. :hmmmm
True. Not that royal mail will see it that way.
