Implications on mail after the UK's exit from the EU

I am sure consistency is a problem with other customers of RM too, you see all I had to do was place a Mailsort PPI on an envelope in the top right hand corner for a client. Easy enough, it fit into the PPI zone and when measured for size it was 14.1mm high by 54.1 mm in length, (it included the delivered by cruciform and the stroke was slightly wider to allow it to be printed).
It was sent away to RM for approval and thats when the problems started, it was too small by 1mm in height and length and therefore rejected advising me to use the PPI from RM's site.
I eagerly logged into RM's site and downloaded the correct PPI only to find it was smaller than the one I originally set.
Now I don't claim to be mastermind in all this and I don't consider myself to be stupid either but will RM please explain to me how the smaller RM PPI is bigger than my slightly larger PPI, I would appreciate answers that don't go too deeply into quantum physics regarding alternative dimensions.
Or maybe the person with the ruler just had a bad day :d'oh!
