I sent a letter form India on 21 April 2018 and it been at Langley since 25 April 2018. Its just a plain letter in an envelope.

letter stuck at Langley HWDC
The sack that your letter was in was probably chosen for extra checking by customs. There seem to be a few delays on such things at the moment.
