It's unusual thing perhaps, but wanted to discuss it with you guys.
On April 13th 2018, DVLA send me an log book thought royal mail 2nd class.
Delivery address is international one - Bulgaria.
However I still have not received this letter from them, they also said typical delivery time range is within 5 days.
Is it possible royal mail to lost my parcel or let say track my item in the system if I provide my name and stuff?
Because DVLA send letters without tracking numbers which I found confusing.

Royal Mail 2nd class isn't a valid service for items going abroad. Most likely it'll be returned to the DVLA with a service invalid/not available sticker on it

But I think this is the standart way of shipping from them, this is what their supervisor told me.
The message has been sent on 13th of April and allow 21 days to arrive, how royalmail will accept something that will not be delivered??? This is confusing.

Credits: Talked to DVLA representative and they told me they mistyped the information.
The letter has being sent as standard delivery class and could take up to 4 weeks to arrive not sure if this is accurate for Royal Mail, but this is all I got.

Time Delivery Range

Recently DVLA send me an letter on 13 april 2018 using standart delivery type.
I was interested to know if you know guys, what is the approximate time for delivery by this type. Like how many days are normal
to get from UK to Bulgaria.

Royal Mail don't "accept" mail at all, in most cases. If you put a stamp on something and put it in the mail box but don't put an address on it, they can't deliver it but they have it in their possession. Most mail is posted like that this, with no check at all before entering the system, so not "accepted" in any way.

No, airmail should only take about a week normally. I think you have misunderstood what is happening here. When there is a complicated case like this, with lots of things that could have gone wrong, it is best to start at the beginning and ask questions in stages. So, firstly, are you:

1. Taking the vehicle to Bulgaria permanently?
2. Taking the vehicle to Bulgaria temporarily (less than 12 months)?
3. Or is the vehicle still in the UK?

I talked maybe about 30 times with DVLA according to this documents.
They said they send it to me on 13/04/2018, however I still didn't get it for some reason, also there's no tracking number provided, because maybe it's cheaper for them.
One bulgarian girl yesterday told me she ordered something online and he received it after 22 days with the same type of delivery -> international economy.
Also I read in site of royalmail that it could take up to 5 weeks for Eastern Europe.
So I'm praying to receive it within next week from tuesday since there's some holidays in my country.

There is really no need for them to send these out by a tracked service in normal circumstances. Tracked mail is for when the item is valuable, these can be replaced easily.

So, you said that you were waiting for the "logbook". This is what most people call a V5C certificate, which shows your name and address, the car's registration number, make & model etc. The V5C is designed to be split into several parts which are distinguished by a "/" then a number, for instance if you sold a car to somebody you would send off the V5C/1 to the DVLA and you would give the buyer the V5C/2.

When you originally wrote to the DVLA, which of these did you send to them?

1. V5C/1 (the top part, with most of the information on it) with your new address filled in;
2. V5C/4 ‘notification of permanent export’;
3. V62 "application for a Vehicle Registration Certificate" form (you use this if your V5C is lost or stolen);
4. V561 "application for a certificate of permanent export".

I've done all that stuff, I applied for certificate of permanent export, but since they received the original document from seller, because I'm the buyer.
They said we won't issue an export certificate once we got the original log book within us, so we will resend it to you.
They send it thought airmail on 13/04/2018, but still not information about it.
I'm gonna contact them to issue export certificate, because have not received it still.

Just wanted to confirm I received the letter succesfully, postal service gave me a call.
God bless royal mail and deliverying companies, waiting 28 days and finally received it.
