Special Delivery Guaranteed Allegedly Delivered

I had a passport sent by special delivery 1pm guaranteed which has been classed as delivered and signed for but the parcel isn't with us. Any ideas to what MAY have happened?

Delivered and signed for but I've spoken to who it was "signed" by and we both turned the post room upside down and it isn't there. Has a few important documents in so I'm really stressed right now about the whole situation is all

Does the office location of the entry in the tracking tie in with the delivery office that covers your location?

Yes, which obviously means that the item was scanned where it should be. It just isn't there, so maybe the postman accidentally left it in the bag. I can categorically say, the item isn't where it was scanned yet the delivery office not having it.

Edit: we were hoping it would have been delivered today as the postman may have realised but sods law has it that it was the postmans day off today and the one who came in admitted it was possible but is a strange circumstance

The item was scanned which means it was in hand and therefore not still in the bag unless you have bulk delivery? Does rather seem like it was delivered and the post room have lost it/put it in the wrong place/given it to someone else.

Would the person receiving it not wonder why they were signing for a SD yet not getting it?

Yeah, it's all a bulk delivery and nobody else is in the accommodation really so the chances of anybody else receiving it are very low. I've also torn the office to shreds looking for it myself to make sure and I can guarantee that it wasn't received which is annoying cause I'll be £90 out of pocket if I have to foot the cost (which is annoying since I paid special delivery to prevent that)
