Its a bit like a Delivery POstman who has 1 role and that is to get mail and packets to the points on his round. However in order to do that he/she has to prep the round, do the redirections, collect the specials, sign out and deliver etc.
If you cannot differentiate between role and how the role is carried out :arrrghhh :arrrghhh

So are you saying managers aren’t suppose to question under performing staff? Manage office budgets etc? This is where you are so so wrong.
No he's saying the exact opposite. Underperforming staff will come under "work is completed" and Budgets will come under "resourcing required".
