Sounds more like a management problem than the “Old Postie”. By the times you get mail delivered tells me your house is right at the end of a “walk” so if the postman runs out of time your mail is consistently in the firing line to be brought back to the office, only for the cycle to continue.
Make an official complaint above the delivery manager and let Royal Mail figure out what is going on.
