Hello.
I have written to RM about this just now, but whilst I await a reply, I was wondering if anyone could shed light on why a parcel I sent to the USA via Standard Airmail was refused by RM to send this way and instead a large orange sticker was placed on the parcel to say it had to go by 'Surface Mail Only'?
The item in question was an 'Empty ornamental frosted glass perfume bottle'. I clearly stated this on the CN22 label.

Perfume is not allowed in international air mail. IIRC, this is so strict that the tiny amount of fumes remaining in a used bottle are enough to trigger the rule (there is an issue with used car parts and oil residues, for instance). So, in effect, a used perfume bottle is likely be banned while one which has never been used is allowed. If it was the latter, then the customs declaration wording becomes very important.
