Please help me locate this package

I am in the USA and trying to locate this package. The person says that they have not received it. USPS shows it as delivered. This was not sent to a PO BOX and on 30/01/17 it states it is in one. It was going to Leeds, West Yorkshire, UK

Have they had a grey card through the post? There's a strong possibility that there's a customs charge to pay on the item

I do not know if they have. All they are saying is that they have not received the package. I am also confused as to why it says it is at Leeds 1-5 PDO. What is that?

That will be the Royal Mail Delivery Office which covers postcodes LS1 to LS5 (central Leeds, basically). And items awaiting a customs payment do show up as in a PO Box.

Lots of people receive the grey card but don't read it properly or understand it's significance. Tell the recipient to go to their local RMDO with ID and cash.

Just to confirm my counter colleagues' theory, that output in tracking is the usual one when there is VAT to pay on an import item. My guess is the customer may have ignored the card because of the VAT and Admin fee. However, they have approximately 1 more day to collect it before it starts the process of being returned to you. Most offices keep items like this for 18 days.
