yes the conscience clause covers all political literature, doesn't matter if sent as d2d.
Can you provide a link to that, so all those who don't want to deliver pro EU referendum leaflets don't have to next week.
Thanks in advance.

postman has already handily posted the link as an announcement at the top of the page, seeing as you may not have noticed it here is the relevant bit from the agreememt

Conscience Clause Regarding Election Material.

6) Special Circumstances
It is jointly recognised that Royal Mail has a legal obligation to secure the delivery of election material for all nominated candidates and parties.

Whilst it is expected that delivery will be made by the individual due to undertake the particular delivery, local management will deal sensitively and sympathetically with genuine requests to deviate from this arrangement.

Such cases may arise as a result of personal circumstances or beliefs or where an individual believes that delivery of a particular item may incur personal risk.

If such instances arise alternative measures will be used to secure delivery. These may include the use of volunteers from within the office or neighbouring offices to cover more than one delivery or, as a last resort, the use of supplementary resource.

Both parties undertake to co-operate fully in the application of these principles and in resolving any difficulties that may arise surrounding the delivery of election material.

I know I am being picky now but that is the conscience clause regarding election material.
I was hoping you were going to post the conscience clause regarding D2D.

I don't think you can take the one regarding election material and apply it to a D2D about a referendum.

Quite a few my parents and their friends are posting them back to no 10 as they are all against the propaganda ,the joys of retirement to do such things
How as it is a D2D with no replies envelope are they going to pay RM more money for the sake of argument.
Put them in an envelope addressed to No 10 Downing Street, London, SW1A 2AA - jobs a good un. Stamp preferable.
I can't believe that no one has posted about the real threat to working people's lives should we vote to leave the EU. Most of the employment laws in our favour have come because of our membership of the EU such as,

Maternity leave
Paternity leave
Tupe regulations where your terms and conditions are protected if another firm takes us over
The working time directive which stipulates a maximum 48 hr week
Equality laws
Health & Safety laws that protect us at work
Minimum paid annual leave
Additional rights for agency and temporary workers
Equal pay laws
Parental leave

All these we take for granted but when you look at the leading lights of the leave campaign they are all right wingers who would love to see us go give all the above laws up and good pay so we can compete with China, India, Pakistan, Brazil etc etc which we will have to do when we are on our own.

If we leave we will not have free access to the EU markets as we will have to pay a tariff on our goods which are free at the moment so the 200,000 firms employing some 3-4 million people exporting to the EU will be threatened. If you're worried about the free movement of people between member states Ue immigration then can you guarantee that that will go? Norway who are not in the EU have to agree to the free movement of people in order to trade with the other countries in the EU and they have to pay a tariff on their goods as well.

The leave brigade say that we were ok before we went in in 1972 maybe we were but those trade deals we had then have now gone to other countries and there are no guarantees that new deals can be negotiated in the eu or elsewhere and if we can't then forget about the nhs and the welfare state as we won't be able to afford them it could even lead to a financial meltdown where your pensions could be at risk.

I've studied this subject long and hard and there are no gaurantees if we leave the EU in fact it could be a complete disaster but if we stay in you know what you're getting and we can try and lmprove it as it is not perfect.

going by your posts in that other thread about this d2d seems like you are just trying to be difficult.

It doesn't matter what form the communication comes by, leaflet, d2d first class etc if it's election material the conscience clause applies

now if you are saying that the referendum is not an "election" and as such the clause doesn't apply because of that reason, then ltb 143/11 clearly classes a referendum as an election

Sods law, this coming week is not my long weekend off, so my cover is supposed to be covering Tuesday's share of these EU premium leaflets and the other 5 D2Ds. I shall try and not look surprised on Wednesday morning, when I find my cover has only prepped and delivered the EU leaflet to their standard Tuesday frame allocation of normal D2Ds, instead of taking the EU leaflets out for ~33% of the duty. :Boo hoo!

Tempted to throw in all the EU leaflets tomorrow, take them only where I have other mail/D2Ds, cut off if need be and then see what the cover has left me on Wednesday.

If only there was a national agreement for how these premium D2Ds are dealt with by all.

If only linos managed the situation by trying to get extra staff in to do IPS, either by asking some staff to do early start overtime, or asking some staff to do at least part of their day-off. Duty holders for the day then get more frame time to prep EU leaflets, perhaps even get out a fraction earlier than normal, more inclined to complete duty with the extra call rate as less extended delivery overtime needed. :cuppa

he is trying to get them all done for the least overtime, ie from that statement most people will probably do them on the quieter tuesday

end of the day it is his office to manage and if he came out with even a stupid statement like he wanted them all done on the tuesday that is his prerogative, just exactly the same as its the posties prerogative to only work to his time and follow the cutting off procedure, and the prerogative of the h+s rep to remind everyone of the maximum bag weights and to advise people to split bags down under that even though it may take the duty longer to complete etc
Yeah Tuesday is quieter but we have 1.5hrs less to do the job, so not really.

From my understanding this isn't classed as election material as neither campaign groups have been announced yet by the Electoral Commission to receive Government funding. That will be on April 14th (The day after these D2D are the be delivered) so technically the Government is not officially part of the campaign.

From my understanding there is no election - it is a referendum.
