Half penny stamps

How does RM deal with stamps that contain half penny values? Are the half pennies simply ignored (so for example two 4½p stamps are worth 8p), or are they counted towards the total as long as they are used in pairs to add up to a whole number (making two 4½p's worth 9p). The most up to date info I could find was this saying that RM had stopped counting the half pennies in 2009 but then reversed the decision shortly afterwards and would be counting them again. Was this true, and has it changed since?

The reason I ask is that I have several sheets of 15½p stamps from the early 80s and wanted to use two of them to make up the 31p difference between the 95p (100g) and £1.26 (250g) large letter rates.

You can use two of them to make up the value, however personally I would just go and buy some 31p stamps and use them, the 15 and half p stamps I would try to flog on eBay as you are likely to get more than their value there especially if you have complete sheets of them

in fact on ebay used 15 and half p stamps from the 80s are going for over a £1 each on ebay so I would definitely be looking at going down that route for unused ones

They're listed at £1, but they're not selling for that amount. If you check the completed listings then mint ones are only selling for about 40p unless they're errors or certain rare versions. Mine are nowhere mint. They've been loose in the bottom of a drawer for 30 years.

Plus I was partly curious as to what the general policy regarding the use of ½p's was, rather than these 15½p one in particular.

Count the ½p where they make a full penny. Any lone ½ps when added up are not counted so 71.5p becomes 71p

A ½p under rate will get a surcharge.
