Someone else on here may be able to confirm this, but I believe that eBay sellers can claim for the amount that they sold it for by attaching print outs of the sale email to the claim form.
As for submitting a claim by email, I think the issue is that Royal Mail has to physically take the proof of posting from you in order to give you a refund. Though I think that this may be to do with public sector rules on giving out money (very restrictive) which could possibly be changed now as RM is recently privatised.
