Hello there, im sender of this item RA365881174RU
which is undelivered for total 3 weeks, ebay buyer opened a claim against me and i can understand him. I made dozens of shippments to UK all of them were delivered from 10 to 14 days, exept this one. Should i count it as lost? Thank you for any advise.

I would check with your local postal operator: if it was going in the other direction, Royal Mail would consider it lost if it hadn't been delivered 5 weeks after sending. The postal service in Russia will probably have a similar policy. This means that if it doesn't show up there will probably be some process for claiming a refund from the Russian postal service.
On the eBay front, I would look very carefully at the local terms and conditions. You might have to offer a refund to the buyer after 3 weeks, but make sure. You sent it by a scanned service, which puts you in a stronger position than if you used normal airmail.
It might be worth checking that you have the buyer's address recorded correctly: it looks like it has got stuck on the way, so it could be that they supplied an incomplete or incorrect address to you.

looks like it was returned to sender after failed delivery.
