Hot plugs can't do that. What causes diesel run-on is the cars engine oil leaking into the fuel chambers via a broken turbo seal. In that situation t engine will be over fuelled by the engine oil (diesel is after all an oil) rev and after a min or so the engine will be a right off. If a run-on happens taking the key out will not stop the engine. You need to try to stall it by putting the hand and foot brakes on, putting it into 4th gear and dumping the clutch pedal. If that doesn't stop the engine get well clear and call for a fire engine.
