Hot plugs can't do that. The plugs only come on for 20 seconds or so when you first start the engine and they can't fuel an engine.

What causes diesel run-on is the cars engine oil leaking into the fuel chambers via a broken turbo seal. In that situation t engine will be over fuelled by the engine oil (diesel is after all an oil) rev and after a min or so the engine will be a right off. If a run-on happens taking the key out will not stop the engine. You need to try to stall it by putting the hand and foot brakes on, putting it into 4th gear and dumping the clutch pedal. If that doesn't stop the engine get well clear and call for a fire engine.

That's no secret. Europe's cities are particulate death traps now because there are too many diesel engines on the road. You want to see Paris on a still day. I would think by the time diesels are phased out there will be loads of electric cars on the roads and petrols will go soon after.

Dieseling (in the sense of engine run-on, and disregarding combustible gaseous mixtures via the air intake) can also occur in Diesel engines, when the piston or seals fail due to overheating, admitting engine oil into the cylinder. A structurally failing Diesel engine will often accelerate when the throttle is released, even after fuel injection is switched off.

Some carburetted engines have low-pressure fuel pumps. They are typically designed only to overcome a loss of suction in the fuel line near the engine due to fuel evaporation in hot weather, to supply sufficient fuel to maintain stoichiometric combustion under heavy load with wide-open throttle, or a combination of the two. Fuel demand is low at idle and there is more than enough manifold vacuum to draw sufficient fuel for combustion, even if the fuel pump is switched off.

Re the running on.....

We had a PFW Sprinter had a similar thing the other day, driver had smoke coming into the cab, stopped to turn engine off.Carried on running with key out. Then bit of a noise and then engine stopped....blown turbo..oops!

I wonder whether introducing one or two petrol vehicles into a diesel fleet, at each delivery office, will result in fewer breakdowns.

After all, if some vans run on petrol and some on diesel what can possibly go wrong?
