So this guy is contracted on say 30 hours a week - 8.30-14.30
He should be prepping his own walk anyway and then doing a 3.30 hr delivery. So he has about 2.30 hr to prep his own walk - a bit slack but no great shakes... This is somewhat what the system was like before...
However, getting paid 2 hours extra to prep another walk is just compounding the slackness. The manager is an idiot because he is paying this guy 8 hours a day instead of the average 7.48 hr that full timers get to make 39 hours a week.
At ours, the part timers prepping other walks will be lucky to 1.30 minutes. Sometimes, the manager only pays then 1 hour because they come in early anyway.
So his easy walk is just about 15/30 minutes less than what can be considered average these days and his prep time is generous. However, when you look at the time someone finishes, do you factor in the time the person started and how fast/efficient the person is?

Part timers on 32 hours at our should come in around 8.15 and be ready to go out at about 10.00 am and then do at least 3.45-4.15 delivery.
If this guy is on an easy walk as highlighted: his original prep time is perhaps more than 45 minutes generous.
FT staff get about 1.15 hrs to throw out an additional walk (including d2ds) at ours - it is never enough on some bigger rounds.

2.30 hours prep for a single walk is too much but I forgot to take away his 30 minutes break. Moreover, he is not going to use the full 2 hours just to prep & bag up... But if he is on an easierwalk then he is gaining both indoors and outdoors; but he is not the only one in that regards.
The issue is paying him 2 hours to prep an additional walk when other FT staff usually get about 1.15 (like someone said 2.30 hours for 2 walks is about par).

What do you think of this scenario then; a super fast postie does half a walk on overtime on a Saturday plus his own walk. He does his own walk and his overtime well within time but leaves his absorption in the frame. Postie who is due on the absorbed walk the following Monday comes back to find this absorption still in the frame. Postie who finds the absorption wonders if the other fella 'forgot' to take it or, because he was doing a lot of overtime that he couldn't be bothered. Postie who finds absorption bands it up and leaves it on the other fellas frame so that when he gets back he will realise that he had 'forgotten' it. Monday morning and the absorption was back on the original frame. Postie who is on the absorbed duty throws the banded mail on the floor and has nothing to do with it. An argument ensues and the overtime postie said that he was going to take it out on the Monday. Why then did he put it back on the absorbed frame and not leave it on his own frame? Overtime postie took the absorption on Monday but is now ignoring the absorption postie.
