The High Viz is not an official part of your uniform.
the only place you have to wear it is in the van yard of your delivery office, you do not need to wear it out on delivery at all.
if your manager insist that it is ask him to see the official documentation regarding this.
he won't find any :)

You'll find that chaffing is caused by ill fitting underwear. You'll have to experiment a bit because every ones different. I personally had an issue with chaffing which stopped when i swapped from boxers to briefs.
Some kind of lube. I keep a small tube on me out on the round in this hotter weather.
