It is more efficient in their eyes to have a prepper doing the "unskilled" part of the prep work (D2D and sequenced) on two or three deliveries than faffing about with a blank look on their face with the manual mail so the idea is that the D2D is prepped first, then sequenced, then the manual by the duty holder.
The time difference some people talk about in terms of an empty frame is minimal. Moreover, the mail do not always arrive in such a way to prep mech, loose, flats and D2Ds... Anyone prepping d2d last must probably be on an easy round or not in P&L because the prospect of prepping 6 d2ds on a 500+ round after every other pieces of mail will cause a massive delay in finishing.
Anyway, D2Ds are done for the 20+ hours posties so there is really no choice for the double prepper or even the 20+ hour postie. And I think d2d first ensures that they are done as they can easily be monitored and verified.
How to do things should be left to management!

1/6 of the round being prepped but the delivery depends on what loops being done on both walks.
It is possible that one of the posties in a P&L do more d2ds depending on the loops they normally do... But it will most likely even out over 10 rounds and by the end of the week, I think.

The amount of revenue which D2D brings in less the cost to process them through the system till they are delivered gives us profit. Whats wrong with asking for a " very detailed PDF file explaining how to sort D2D into the frame" it may of been designed wrongly, therefore the cost element is wrong at that stage of the process. Strangers prepping you're job while you sort packets or mail... You get on street oh loads a miss orted mail. Is this not a security issue too recordeds etc someone else sorting you're mail? Dosent even feel like my duty now

The idea of preparing D2D last is so live mail cannot be accidentally inserted into a folded D2D item, and subsequently left because you can't see it.
