Welcome to the site.
Some Postman can't be botherd to get the recorded items signed for,it's a lot easier for them to just deliver them, especially if they're not bulky and can go straight through the letter box.
It's not right but it happens, there are no special measures for recorded items they go through the normal mail system.
In the old days some offices used to pull them out on the sorting and then they go into a special room(rle) where the Postman would have to sign for them, they would be scanned so the system would know exactly where they are in the chain and what Postman has them.
Because of job cuts there is no time to do this,it's not right for the customer, but that's they way it is.
As for someone signing for them and you not recieving them some of that does not make sence.
If i was going to nick the item i would just nick it,and not put down that it's been signed for,as the Delivery Office does not know that i've got it.
From what i can see here there is two things....
1 The Postman is thick and he has signed for them.
2 The seller is lyeing.
Either way the item can be traced,we have the cards at the delivery office so the signature can be checked.
Get the recorded's reference number and check it yourself on the RM website,if it's been signed for either phone customer service or fill out a claim form
HERE ,there WILL be an investigation.
Also make a complaint, the Postman WILL be pulled,if you get a lot of recorded's make some noise in your complaint and the Manager will check your mail before it's delivered.
Try and get down to the Delivery Office and see the Manager or phone him, which is hard work but you may get lucky.
All this is a pain we know but the way recorded's are treated by the business it happens a lot.
Registered mail is a completely different matter,we guard them with our lives and it's very very rare that they go missing.
Sorry to hear about this but good luck, let us know what happens,or any more questions just ask.

Ok, if it was the Saturday just gone then the delivery card that the postman got the signature on will still be in the office untill around 10 o'clock tomorrow (Tuesday) so if you can, try and pop along first thing in the morning to see it.
If you cannot then you will not be able to view the signature for at least 72 hours on line which is a pain this new system.

I was told that in rural areas Track and Trace automatically says it's been signed for even when a docket has been left. I cant remember the reason why i think it something to do with the location of offices.
Apparently this is the same for Special delivery items, i have had a few customers asing why the Track and Trace says it's been signed for when the item is in my pouch waiting to be delivered!
