Ok in that case no law has been broken, unfortunately royal mail deliver to addresses not people, so it was delivered correctly to the address on the letter, as such as soon as it went through the letter box it was no longer classed as mail so when she opened it she was not breaking any laws with regards to mail

its not illegal to open other peoples mail after it has been delivered correctly as its no longer classed as mail, if you send a letter to a large company but addressed only to the managing director, chances are its not going to be him that opens and reads the letter

Postal Services Act 2000
“A person commits an offence if intending to act to a person’s detriment and without reasonable excuse, he opens a postal packet which he knows or reasonably suspects has been incorrectly delivered to him.”
This obviously includes multiple occupancy addresses and refers to the addressee not the address so for instance if I was living in shared accommodation it wouldn't matter whether the items was delivered to the correct address, if it had someone else's name on it I would be breaking the law.

The problem you have is proving detriment.

That's a complicated situation and I would probably take some professional legal advice but at the very least you would have to show that having this restraining order lifted has caused you actual measurable harm.
