What are you absorbing and why at this time of year. I cannot believe you have time during your duty hours to absorb. The agreement is quite clear. You only absorb if you have time left during your contracted hours. No time, No Absorb.

But then you don't know what the f/t to p/t ratio is in his office.
You don't know the traffic for his office or the percentage of sequenced mail.
And you don't know the delivery span in his office.

Some offices that are permanently absorbing are simply extending the delivery span without going through the hassle of actually revising the duties.
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.

Well that explains why there is so much discontent. How the fck can you run a business on that basis. If there are unallocated duties that can be absorbed into others on a regular basis because there are hours in the office, surely it makes sense to amend the duties.

depending on how the office did its planning at revision in general terms:

Shorter delivery spans = Higher PT staff ratio + More opportunity to lapse
Longer delivery spans = Lower PT staff ration + Less opportunity to lapse

But amending the duties also invariably means amending the IPS with all the relearning that entails.
In the short term it is easier to say - we'll lapse that duty close to the office.
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.
