You don't know the traffic for his office or the percentage of sequenced mail.
And you don't know the delivery span in his office.
Some offices that are permanently absorbing are simply extending the delivery span without going through the hassle of actually revising the duties.
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.

Well that explains why there is so much discontent. How the fck can you run a business on that basis. If there are unallocated duties that can be absorbed into others on a regular basis because there are hours in the office, surely it makes sense to amend the duties.

Shorter delivery spans = Higher PT staff ratio + More opportunity to lapse
Longer delivery spans = Lower PT staff ration + Less opportunity to lapse
