Help needed - postcodes covered by RM Delivery Offices?

Hi, I am hoping Royal Mail employees can help me here:

A few weeks ago I bought an item from Ebay, paid by paypal funded by a credit card and the item was never received.

This item cost me £650.

On the Royal Mail Track and Trace website the tracking number I was given by the seller shows a signature and a Delivery Office that delivered the parcel.
This signature is not mine and there is nobody else living at my address.

However the following question I am about to ask is very important and actually forms part of a claim and investigation I have initiated.

Is it possible I could have a document or answer here as to which postcodes are served by the following Royal Mail Delivery Offices:

Woodford Green, Essex Delivery Office
Chesham, Buckinghamshire Delivery Office

This is why I would like this information:

My postcode is: IG9. Every signed-for, Special Delivery, Recorded or indeed any item that wouldn't go through my letter box while I am out to the best of my knowledge has been delivered by the WOODFORD GREEN, ESSEX (IG8) Delivery Office.

The parcel that I haven't received is shown on RM's site as having been delivered from the CHESHAM, BUCKINGHAMSHIRE Delivery Office.I would imagine that this office would only serve the immediate area?

Chesham is approximately 40 miles from where I live. Is it possible that the Chesham Office would attempt to deliver to my postcode? I thing this is actually not possible.

Chesham also happens to be the town where the seller of the item lives. I am alleging in my case that the seller never sent the parcel to my address but possibly to himself or a local to him address.

The seller incidentally has no proof of postage as he said he immediately threw it away so no receipt exists from the Post Office that the parcel was sent to me.

I was hoping that site may have had a couple of extra scans which would have shown that the item had been returned to sender which may have helped you, but unfortunately it hasnt, also shows it wasnt scanned on a pda at delivery which would also have helped as royal mail could have pulled up the gps data on the delivery, sorry not much more help to you than i hoped

if the guy is actually genuine there is a possibility of the simple and not that uncommon mistake of putting the postage and tracking sticker on the side with the return address and he maybe hasnt realized he has received it back yet

but on the sum of thimgs looks like he has sent it to him self to fake a track

Thanks for your help. When I spoke to Paypal they said they would know that a local Delivery Office only delivers to a range of local postcodes which is what I thought as every delivery I have had or missed comes from only one Delivery Office.

However this is my credit card that are currently investigating and they initially wrote to me to say that the proof of delivery on RM's site is sufficient proof of delivery.

Mind you after I phoned them the other day they are allowing another 28 dasys to investigate further (I kind of put it in a polite way that I think they didn't bother investigating properly...)

However, even taking out of the equation the fact that I haven't received the item and someone has signed for this (i.e. faked my signature for want of a better way of putting it) the fact is that the Delivery Office that "made" the delivery was an office 40 miles from my address!

Is it worth my visiting my local office and possibly even the one in Chesham to see if they will put something in writing for me?

it could also be a mistake on the senders part as Chesham DO is 9 miles from the originating PO, which happens to be within 300 ft of Beaconsfield DO, Its all a bit weird

Also is there such a thing as a map or documentation that states what postcodes each Delivery Office delivers to?

No sorry, that information is not fully recorded, the delivery walk that the item was delivered to will be available to customer services, but not the actually post code or address it was delivered to

not one thats availible for you to view, if you contact customer services on 08457 740 740 they can tell you the post code areas an office delivers to

Thanks, I am in IG9. Is there any way I can find this documented to prove inconclusively what we all know - which is that this is the only office that delivers to my postcode?

This is so I can prove to my credit card company that this item, which currently leaves me out of pocket by £650, hasn't been delivered to my address?

This should really be sorted out by the sender as they are the person who paid for and should have the proof of posting.
If you get no joy from them then it's up to paypal to sort it out as you are covered by them for non receipt of the goods they should refund the credit card.
I can assure you that WG office has nothing to do with Chesham other than that i can't really think of anyway of proving the delivery areas.
Have you taken out an ebay dispute?
In my experience they are usually pretty hot.
At the end of the day the sender will have no proof that the item has been delivered to you.
Something for Buckhurst hill getting delivered to Chesham is really not something that would happen especially a special delivery.
I think the sellers having you over.

You ARE the man! This is what I need.

BTW regarding Ebay/paypal/credit cards: it seems there's a lot of red tape regarding what each company does, i.e. even though a credit card can fund a paypal payment they only act as intermediaries so only have limited liability.

For anyone that has such a dispute it is well worth knowing (just found this pout on Friday on a telephone call to paypal) that the most effective way is to open the dispute straight with paypal, not with paypal via Ebay but directly with paypal themselves.

I still don't know how they link as they say they are separate companies but Ebay show the delivery status as" unconfirmed" so they obviously think something is up.

At the moment it doesn't seem 100% safe to buy from Ebay using paypal because that is what I did and I am having to go to extraordinary lengths to prove my case.

If this still doesn't work my next step is to report it to the Police' Online Fraud department and then take out a small claim action to take the seller to court.

By the way also the seller actually must think he's rumbled or something because he sent a refund by Echeque which mysteriously wasn't honoured due to insufficient funds in his account.

They have big adverts coming up assuring you if you don't get what you paid for you will be refunded.
They are very hard on the sellers.
In your case I don't think there would have been much hassle getting a refund.
But you have to know how to use the "Dispute Resolution Centre" or whatever they call it.
