How abnormal is this? I had an important appointment that i missed because the letter arrived a week late and ive had to re-book it and pay for the missed appointment. :sad:

Happens all the time. People never send stuff when they say they will.

Check the franking stamp if it has a date then that should be the day it entered the system. If it is a Down Stream Access letter (one with TNT, One Post etc) then it will have a delivered by Royal Mail on it as well, but no date. The DSA companies hold on to letters to try and get the best discount through Royal Mail. That means if they send it on the last day of a 3 day service, and pay us for a 3 day service - all of a sudden a 1st class letter takes a week.

I have read (well, skim-read) much of the RM licence. It was a couple of years ago now, but if I remember correctly, a 1st class item is late if it hasn't arrived three weeks and one day after posting (add extra for bank holidays and possibly for distant islands etc).

Its classed as lost 15 working days after being posted, at least by Customer Services IIRC.

I received a letter for a hospital appointment two days after the appointment date. The meter postmark was the same day as the appointment was due, so was probably posted after I was actually supposed to be there. Not always Royal Mail's fault.

We order grey mailing bags from our DO and there are always a few bags in a sack full will a letter/small package still at the bottom, I hand them to our collecting postie if I find any.

I guess RM staff don't thoroughly empty them when they get emptied back at the DO/sorting centre. So I presume what happened in your case is your letter was left at the bottom of a sack and only found and put back in the system by an unsuspecting firm re-using the sack to post out mail.
