This is pretty urgent.
I sent a medium Parcel First Class Signed for £10 postage fees.
This is all I get on the tracking: Posted 18th July being progressed through our network. I tried the other search and got "Accepted at POL"
Same county, so not really far to go. How likely is it that this is really lost?
Could be a number of things.
Addressee has received the item, not signed for it and is trying to get the money back too.
Royal Mail has damaged the packet (Terra Cotta) and it is sitting somewhere waiting to be dealt with.
Item has been to the address, but card left and it has not yet been collected.
This is an urgent question because I have just realised the buyer has had previous. She is demanding immediate refund, because it is late and she had to pay out for a replacement gift.
It could be that they received the parcel, but because they have the same tracking info as me, they know I cannot prove it.
It could be that they have had a card, or pretended not to be in when the parcel came and will, as soon as I refund, collect the parcel too. (This could be why they are pressing for an urgent payment - only 15 days time span for this)
This is why I need to know exactly what those two messages mean. Has a delivery been attempted? Is the signed for Parcel at the delivery office? (Cannot get info on this, but was hoping some-one would know if this is likely.)

The messages you are receiving are showing that the parcel is in the system, but has not been marked as delivered. Normally when delivered, you get the following message on the track details link:

Obviously the date, time and delivery office will vary, but that is an example of one I sent a couple of months ago. This message tends to appear before signatures, as sometimes they take a few days (weeks to appear).
Personally as a seller, I'd wait until the 15 days have past, then if no item has shown, put in a P58 and then refund her.
I have a case currently where an item has been delivered, yet I'm stuck on the accepted at POL / Progressed Through Network messages. I know the item was delivered, as it was a cheque which has since been cashed in. As such a P58 has been put in due to not providing a signature. It's odd, because this was the case for all the items sent in a single batch.
To see if an item is at a delivery office, you could try ringing her delivery office, and see what they say. They may be able to help?

I can’t wait 15 days. She wants an immediate refund of £25.39. I suspect, so she can claim the parcel too before it is sent back to me, if she does not already have it.

Most likely I do think the parcel has already been delivered. Royal Mail does seem to be super-efficient these days and all my packets are arriving on or before time. I am in North Hampshire the buyer is in South Hampshire. I have no reason to think this is really “lost”. All our post goes south to be sorted before it goes elsewhere. I do truly believe she has got it. I sent her the tracking number, so she knows I cannot prove she has it, that is how she can safely put in a claim with Paypal.
I know I can put in a claim with Royal Mail, but this cost me £10 in postage. eBay fees I get back if the case goes in my favour (and she can make sure that does NOT happen). There are still paypal fees, a fine and packaging costs. I have all these costs and Royal Mail will give me approx £8.36.
These are not just financial costs. I have one sleepless night already, and am at my wits end over this. I have tried contacting the delivery office and will try again tomorrow, but it is an enormous place, so I am pretty sure they will not be able to help.

If others are reading this, you can now see what can result if you do not get, or if you fake a signature for an item.
I do know it is a help to your customers and many would be relieved to find they do not have to go traipsing down to the sorting office to get their parcel. I know the majority of my customer would, but some are just nasty and are out to get as much as they can for nothing, no worries what damage is caused enroute. Damage to the reputation of the postman that “did not deliver” and threat to the livelihood of the seller.

It gives more details, keep in mind that recorded once scanned in at your local PO should next get scanned when the delivery has been attempted.

Still no change to the tracking.
What can I do?
I cannot contact Bitterne Manor directly, the phone number is a general one.
I really do believe the addressee has got my parcel already. But I would so much like to be able to confirm this with the postman. She is claiming it has not arrived. She has the same tracking info that I have, so knows I cannot prove anything. Royal Mail seems to think that is OK.
They seem to think that when the parcel arrives, it will settle itself, but it does not work like that.
She has taken out a claim against me on paypal, it will pay out the money to her and close the case just 5 days before Royal Mail will allow any investigating into this. Paypal told me that once they have decided and closed the case, it cannot be opened again.
That means if I am right and she already has the parcel all I can do is open a claim against Royal Mail. I do not get any costs refunded, the compensation will be about a third of what she owes me. (Funny that when asked about insuring parcel, the post Office takes the full value, not the pay-out one) The claim will also mean that the postman that delivers her parcels will also get to be under suspicion, as she insists she did not get it.
If, for some reason the parcel is still in Bitterne Manor, she has timed the case just right for it to become paid out to her by paypal, just a few days before due to become a "Return to Sender", so can quite safely then collect the parcel, because Paypal have closed the case, it will not be re-opened and she will not be asked to repay!!! She gets the items and the money.
And I cannot even speak to her delivery office to ask if it is there. The phone number is a general one and all they do is look at the incorrect tracking that I can look up myself.
