If the leaflets are counted by machine, which I strongly suggest is the case, then I fully expect their count to be within 1% accuracy, this means that excess is far more likely down to OPG failure. (either failure to deliver to all properties or failure to ensure that the correct number of delivery points are allocated to their walk.)
It is the duty holders responsibility to ensure that the correct amount is allocated for their walk.
All you need to know are two figures!
- How many delivery points have you got?
You can count directly at the slots or ask for the number from your Manager/PHG. (It is given in APLUS, the system which prints the frame labels and also provides the figures to the leaflet companies). - The number count printed on the boxes/bundels of leaflets arriving at the DO
