It's not unheard of for things to take a month to pass through HWDC. I would be raising the issue with the person who sent you the item. It's their responsibility to get the item to you so any problems should be sorted out by them

HWDC Langley delays/letter from spain
I was sent a letter from Spain on the 2nd May and it arrived at Heathrow on the 4th. It is now the 19th June and it still says it has been recieved at Langley HWDC and who knows when it will leave there ,if ever,it's not even a parcel. Total crap.
