I know they do as well. I used to know one old timer (now retired) who would peel the stickers off so he didn't have to bother. They shouldn't do it, especially since the company is looking for excuses to get rid of staff. After all, customers have paid for a service, it's only right they get it.

Somebody may have already mentioned this, but I suspect it was collected by the intended recipient from PBO/callers office at the DO. It was clearly at the office available for delivery, so would think it's a P.O. Box number, or the customer has arranged to collect their mail as it would arrive too late for them if they waited for it to be delivered.

Executive Office for Capital One in NG2. I sent a letter the week before to another department of capital one, also a PO Box in NG2, and it delivered with no problems.

They'll have it. The P.O.Box is rented by them to possibly prevent people turning up at their actual office for some reason. They will also ensure they get their mail earlier as they can collect from 7.30am. And it is possible that the postie working there put all signatures on a bulk delivery card(if no PDA was available) where a customer can sign once for about 20 or items to save time, but these take time to be scanned in as they aren't done at the DO but are sent to a specialist centre about once a week, which may explain the possible delay.
