Is Royal Mail strict?
can you please help me by answering this question.
I have some special delivery stickers (the ones that having tracking number on it, blue and white one)
normally i post a lot of items and put 1st class large letter stamps on it.as when i have lots of mail that are already stamped, i just hand it over and they (people at counter) put it in the bag without checking (i know that if i dont put correct postage the person on other side needs to pay the cost, but i always put correct stamps)
Is it ok if i put the special delivery sticker on an envelope, and stick some stamps on to pay for the postage (correct amount of stamps of course worth whatever it cost to post), and put the special delivery item with all 1st class large letter mail and hand it over to them to put in the bag without scanning.
Will Royal Mail still deliver the special delivery envelope by special delivery if i did this? or are they strict in their procedures
**reason i ask is they take to long to weigh and check special and recorded**

No, it as to be handed in over the counter in order to guarentee the special delivery service, (and the insurance).

would it be sent special?
am sure sometimes person at coutner makes error an doesnt scan special delivery package and just puts it in bag, and am sure in those cases royal mail still sends it special? Why should customer suffer because of person at coutner.
So I want to know: "can i put correct value of stamps on all the special delivery, and just hand it over at counter and tell them to put it with rest of mail, without even checking or scanning it, which will take ages."

The point of Special Deliveries is that they are tracked for the benefit of you, the customer. They will scan them in because they are required to do so and cannot get round it. If you don't have time to wait, then don't use this service, just put a normal stamp on it and hope for the best.
Specail deliveries always go separately from the rest of the mail, that's why it cost how much it does, it's is a secure system.

If it enters the mail system at any point other than a Post Office it should still be treated as a Special Delivery. If you have the scan codes sheets and put enough postage on and put it in a normal letter box it will still be treated as a Special - The collecting postie may notice it, if not the first stage mechanized processing will likely have an operator spotting it (during tipping, before entering the drum on a CFC/iLSM - we get maybe a dozen a night) and it will receive the first scan at the Mail Centre, not at the post office. There's a chance of it not being picked up and treated as 1st class but that's a risk for you to consider.
If getting the first scan it is that much of an issue, put it in the letter box. However check the full T&Cs for special delivery before making a claim for failed scanning/delivery as there may be some relevant small print.

If the PO "forgets" to do the acceptance scan on individual items then it is reported as a failure and I believe there are certain penalties that can and are applied, some of these may be financial. Thats why they scan and weigh them while you are there.
Although I can't find anything specifically saying you cant just pop them into a Post Box, I would not recommend it. There would no acceptance scan and therefore no proof (for you) of when you posted them, and more importantly no proof of postage . Therefore if there is a delay collecting from that Post Box you won't be able to claim compensation for delay, and if an incident caused that particular batch to be lost/stolen/destroyed again no proof and no claim.
So the Post Office must insist on going through the process, and although I can find nothing specific against popping them into a post box you are running a risk but you are also paying for a service you won't receive.

To claim compensation for Special Delivery you will need the Certificate Of Posting or receipt:
16.7.3 We will only consider a claim for loss, damage or delay compensation where the minimum basic evidence is available and provided ...
Basic evidence is made up of all of the following: ...
16.7.4.6 the basis for asserting the posting details and product used (such as date of postmark or certificate of posting (if available). For Special Delivery™, Recorded Signed For™ and Standard Parcels with enhanced compensation (which was only available until 29th April 2012), the product documentation provided to you when posting the item (i.e. certificate of posting or receipt),

if i bought special delivery online. would i still have to get it weighed and scanned ta post office, or can i just hand it over with rest of the 1st class mail

Yes they should get it accepted and scanned at the PO. The method of paying for the postage doesn't alter the process as you still need all the scans and proofs as mentioned above. Even franking machines can pay for Special Delivery and they still have to go through the checks.
The only other way if to arrange for collection of them but even then they still have to be scanned and checked and unless you send a vast amount (thousands) there is no way round the system.
Even if you send thousands Royal Mail will still do a sample check and that holds it own terrors as if you undercharged a checked item in one consignment I think they raise the charge against your account as though the whole consignment was undercharged.
There is another option if you don't want to hang around whilst they do their checks and that is go for the Recorded Delivery Option, but again you'll have the same problems - no proof of postage etc. But also other ones, no guaranteed delivery, lower compensation, no tracking.
Ideally I suppose Royal Mail Tracked would be ideal for your situation but again they have threshold limits before you can get them, and if you are going to a PO and not having items collected I doubt you are anywhere near that qualifying threshold.

I did post a special to myself through a post box once, just to try it, and yes it worked and was fine (first track at MC) but there really is no point other than (non guaranteed) speed, as if it is lost or delayed, you have no proof of when it was sent of that it was even you who sent it.
