Hi guys, I have a parcel incoming from China and it's been two weeks since it was received at Heathrow DC.
Is this common to hold a parcel for so long?
It is a bike fork of £38 total value incl delivery.
I believe there is a now a 'anti dumping tax' or something bizarre on bike parts so don't know if that could be the issue?
Any advice would be appreciated

No, you'll see from the plethora of other posts about HWDC Langley that items can turn up as long as 8 weeks after arriving in the UK. If there's a customs charge, RM will need to wait until they release it before it gets sent off to Revenue Protection for them to do their bit and then to the delivery office for them to write the grey card telling you there's something to pay.
If it hasn't arrived with you within the time specified by the seller/sender, then put in a claim and get them to sort it.

It might be an idea to check out which carrier picked it up, RM may not be the UK carrier, with UPS they will deliver the item as a COD (Cash on Delivery) to cover the import charges.
